    US Department of State allocates over $150 million to bolster Pacific Islands support efforts

    KOROR, PALAU / RankWire.AI / – On September 1, the United States revealed a commitment of more than $150 million to assist Pacific Island nations, focusing on sectors such as energy, infrastructure, digital systems, and maritime security. Deputy Secretary of State Christopher Landau presented this package during the Pacific Islands Forum Partners Dialogue held in Palau. The package comprises planned financial aid, technical support, and feasibility studies across various island economies. According to the State Department, these programs aim to enhance energy security, transportation infrastructure, communication networks, economic development, and law enforcement capabilities.

    US support package directs more than $150 million toward Pacific Island programs.

    The most prominent component is a $60 million Regional Energy Security Initiative targeted at Pacific Island nations. The State Department stated its intent to allocate these funds in collaboration with Congress. The initiative’s goal is to support the expansion of fuel storage capacity and implement measures that improve the stability of electricity grids. U.S. officials highlighted that this funding addresses the energy supply challenges faced by countries throughout the Pacific. This initiative constitutes a significant part of the overall aid package announced during the regional gathering.

    Tonga will also benefit from dedicated support for a fuel infrastructure feasibility assessment led by the U.S. Trade and Development Agency, or USTDA. Agency records indicate a grant of $1,420,872 awarded to Pacific Energy South West Pacific Limited for this purpose. The study will evaluate potential port upgrades, pipeline improvements, fuel storage facilities, and modifications to Tonga’s fuel pricing system. The project aims to increase the country’s fuel storage capacity from approximately 15 days to around 60 days of supply.

    Funding for energy storage and Tonga’s infrastructure development

    Part of the broader assistance package includes a major port upgrade planned for Penrhyn in the northern Cook Islands. The State Department, in partnership with Congress, proposes a contribution of $50 million, while New Zealand plans to provide NZ$17.5 million. Implementation will be led by New Zealand alongside the Cook Islands and the United States. This project aims to enhance port safety, improve transport access, optimize cargo handling, and strengthen connections to essential services for the remote atoll. The officials announced this port development initiative in conjunction with the larger Pacific support package during the Palau meeting.

    USTDA also revealed plans for digital and transportation projects in Tonga, Palau, and the Marshall Islands. In Tonga, the agency will finance a feasibility study focused on modernizing the national data center and network infrastructure. In the Marshall Islands, technical assistance will support improvements to the mobile network, the ports of Majuro and Ebeye, and Amata Kabua International Airport. Palau will similarly benefit from a feasibility study concerning the relocation of Belau National Hospital. These initiatives cover communications, transportation, and public infrastructure enhancements across multiple Pacific Island nations.

    Regional expansion of maritime security and digital technology initiatives

    The package also emphasizes maritime law enforcement and regional cooperation, with the State Department allocating $17 million, pending congressional approval, to combat illegal, unreported, and unregulated fishing. The program includes updates to legal frameworks, compliance training, and technology for maritime activity monitoring. Additionally, the United States and Palau will co-chair a new conference involving Pacific police ministers, addressing issues such as maritime security, drug trafficking, cybercrime, and illicit financial flows.

    Further support involves cloud technology programs for Pacific governments, along with assistance for seabed mapping and geological characterization. U.S. environmental officials are planning a drinking water sampling project in Palau, which will include training for local laboratory personnel and operators. Landau’s announcement consolidates these efforts under the broader U.S. commitment of over $150 million. While some components are still awaiting congressional approval, USTDA has already approved or funded several feasibility studies and technical assistance projects across the Pacific Islands.
